Budget Update, June 29: The legislature and the Governor's office are making progress and are close to an agreement, but it appears unlikely that any resolution will be reached in time to meet the July 1 deadline.
The Ohio Senate has just passed a continuing resolution and approved an interim budget to give themselves another week to work out an impasse over how to fill a $3.2 billion hole in the $54 billion budget. House concurrence is expected. The interim budget would run through July 7, giving legislators another week to balance the two-year spending plan that was to start Wednesday. The measure will fund state programs at 70% of the current level, and authorize Gov. Strickland to tap the state's rainy day fund to balance the 2009 budget that ends Tuesday. The aforementioned 30% reduction will not apply to the Public Library Fund and library funding will remain unchanged in the interim budget.
The budget process is now in the negotiation stage. The calls and messages sent to the Governor's office and the legislature have been effective. However, at this point in the process, additional calls, e-mails, rallies, or other demonstrations of library support may not be effective. The Ohio Library Council is working very closely with the legislature and the Governor's office on the library funding issue. Depending on the progress of the budget negotiations, libraries may need to re-energize their efforts to mobilize patrons.

NEW Find Help in Tough Times The State Library of Ohio is pleased to announce the launch of Find Help in Tough Times, a new one-stop center on their website to help residents quickly locate important information and resources during these difficult economic times. There are links to help with topics such as finding jobs, training
opportunities, services for the unemployed, insurance, home health care,
childcare, tax help, and more.
NEW Children's Summer Reading Program This year's arts theme, "Be Creative @ Your Library", gives us the opportunity to have a variety of great programs for our participants. A reading challenge for Grades 5, 6, 7, 8, will run simultaneously.

The "Public" of the Public Library
The library receives its funding from a share of the Ohio
General Revenue Fund as set forth by the Public Library Fund. Therefore, all residents within the jurisdiction
of the Liberty Center School District truly hold the ownership
of their library. The library is governed by a non-paid
seven-member Board of Trustees appointed by the School Board
of Education. |
